General Consultancy (PMC), JICA supported Orissa Forestry Sector Development Project (OFSDP), 2007-2010

OFSDP aims to rehabilitate degraded forests, increase livelihood options for forest fringe villages, strengthen infrastructure in 14 forest and wild life divisions of Orissa, implement GIS based survey and mapping system and introduce innovative methods of forest conservation like community based eco-tourism, mangrove restoration and eco development initiatives through JFMC and Non JFMC mode. Sutra is part of the international consortium of Project Management Consultants which provides necessary technical and management support to Project Management Unit of OFSDP in all aspects of the project including M&E, GIS, Capacity Building, Eco Development and Biodiversity.

Sutra is part of the international consortium that is engaged to provide Institutional Strengthening and Project Management (ISPM) Services to the Project Management Unit constituted by Department of Water Resources. Technical support to PMU would be in all aspects of project implementation including institutional reforms and Capacity Building, Irrigation design and construction supervision, Quality Control, Social Development, R&R, PIM, Agriculture Development and M&E.

Implementation Consulting, Orissa Lift Irrigation Rehabilitation Project, 2000-2003

The project funded by DFID and managed by ASI, UK involved formation and capacity building of Water Users Associations (WUAs) to ensure participation of community in rehabilitation of lift irrigation points and to facilitate transfer of management of these irrigation assets from Government owned corporation to these WUAs. Sutra was instrumental in Project planning and management relating to all 1843 villages spread across five project districts through a team constituting of technical and social development specialists. The key tasks for the assignment was building of a socio-economic baseline profile of the village, evaluating the preparedness of the users / community for group formation, community mobilisation to facilitate formation of WUAs, monitoring of rehabilitation work by community and capacity building of WUAs in technical, financial and managerial skills to manage these Lift Irrigation Points.

Technical and Management Consultant Orissa Forest Sector Support Project under IPR 2001 (DFID), 2006-08

Sutra was part of an international consortium which was the technical and management consultant for the Orissa Forestry Sector Support Project to provide full range of management and technical advisory support to the forestry sector component under DFID assistance to Industrial Policy Resolution (IPR 2001), Government of Orissa. The project aimed to improve the climate for socially and environmentally responsible investment and enterprise development in forestry sectors that have the maximum potential for impacting on pro-poor growth, through creating and enhancing employment opportunities and revenue generation. The entire support to Orissa Forest Department was in four broad components: Policy Analysis and Strategic Planning, HRD and Institutional Strengthening, livelihood studies, M&E, Pilot Projects for Livelihoods and building community institutions of poor in forest villages and communication component to institutionalize communication cell within OFD.

Business Development Support Service, OXFAM India, 2006-08

OXFAM is supporting a women fish workers federation "SAMUDRAM" through UAA to improve livelihoods fishing community under market access project. The business development services was a institutional building support to UAA and SAMUDRAM to improve existing production potential, prepare value added products and establish market linkages. The nature of support included building project implementation and monitoring mechanism, scaling-up internal systems, techno-commercial support, capacity building on business development and marketing and technology transfer through training on HACCP/Quality.

Sustainable tribal empowerment (STEP) project is a process oriented and multi sectoral initiative supported by European Commission, integrating a rights-based approach that aims at significant and sustainable improvement in the livelihoods of poor people living in marginalized tribal communities in the four priority districts of Andhra Pradesh in India. Sutra is providing professional support for development of land and water management based micro-projects in two districts. The assignment involves support to district team, implementing NGOs and ITDA functionaries in developing site specific accurate operational plan taking community concerns into account for structural and production program, implementation and monitoring mechanism and project level institutional arrangement for the sustainability of the activity.

The project demonstrates a way of providing and sustaining electricity services through the private sector to poor rural communities in Orissa, within a privatised power sector. Sutra was involved in the project planning, management and monitoring and evaluation of the project that includes establishing baseline information and social indicators, facilitating formation of village electricity committee and their capacity building to enable them to operate for improving electricity services, provide field support to strengthen utility at the local level for system improvement in villages, and conducting social audit and assessment of livelihood improvement due to improved access of electricity services in 900 villages of two western Orissa districts.

Support to Community Based Draught Response Project, CARE India, 2002

Community Based Drought Response Project is being implemented in select blocks in Bolangir, Phulbani and Gajapati districts in Orissa to improve livelihood of communities severely threatened by drought each year. The assignment involved providing technical support to various partner agencies in Phulbani district on site identification, feasibility and handholding on land and water conservation practices. It involved reviewing the feasibility plan of water impounding structures, designing structural feasibility of sites, monitoring and technical input during implementation, developing and conducting training programme for partner agencies and communities.

Human Resources Management and Capacity Building Institution Consultancy for Bihar Panchayat Strengthening Project, 2009-10

Department of Panchayati Raj, Government of Bihar plans to implement Bihar Panchayat Strengthening Project (BPSP) with support from the World Bank. As part of the project design consultants were selected to undertake select studies. Sutra is part of the consortium of consultants providing HR and CB Institution support,

The assignment has two set of tasks, the HR study and support for establishment of a sustainable capacity building institution for the state of Bihar. The broad scope for HR study will include review of policy and administration, organization structure review in relation to HR and personnel for PRI functioning, skill and capacity assessment of staffs currently engaged in PRI, scope for deployment of staffs from other department to PRI and recommendations for policy changes. The second part of the assignment involves supporting GOB to establish an effective capacity building and training institute which will train the PRI functionaries, elected members and department personnel engaged in PRI operations on a sustainable basis. The scope of the work under this task includes review of existing training institutions and its capacity, study of best practices and training methodology in Bihar and outside state for benchmarking, preparation of DPR for the proposed institution and finalization of modalities and training of present and new recruits of Panchayati Raj Department as well as select functionaries for demonstration purpose.

Government of Orissa under Panchayati Raj Department is implementing the World Bank assisted Targeted Rural Initiative for Poverty Termination and Infrastructure (TRIPTI) Project which aims at reduction of poverty through strengthening community institutions and facilitating their access to better livelihood opportunities. Sutra Consulting was engaged for designing Human Resource Policy and Human Resource Management Manual for Project TRIPTI and to recruit contractual project staff for Orissa Poverty Reduction Mission, Government of Orissa for implementation of TRIPTI project. Process Monitoring of Bihar Rural Livelihood Project (World Bank), 2008-2010

Sutra is engaged by Bihar Rural Livelihood Project as the Project Monitoring Consultants. The assignment involves establishing a qualitative, responsive, dynamic and adaptive process monitoring mechanism for Bihar Rural Livelihoods Project that would support the project management team and other stakeholders in understanding various project processes and their impacts in converting project inputs to outputs, outcomes and impacts and identifying issues that are critical for the conversion process and recommend actions that are necessary to increase the effectiveness of the project interventions.

M&E support for Orissa Community Tank Management Project (World Bank), 2009-14

Government of Orissa under Department of Water Resources is implementing the World Bank assisted Orissa Community Tank Management Project which aims at participatory rehabilitation of 900 Tanks (Minor Irrigation Projects), agriculture intensification, WUA strengthening and livelihood improvement of farmers. Sutra is part of consortium of consultants engaged as the external M&E consultants for the project which involves impact studies, quarterly monitoring, social and management framework audit and benefit monitoring. The external M&E is expected to undertake the assessment as per the Results Framework of World Bank.

External Monitoring and Evaluation support for Jharkhand State Level Support for Livelihood Promotion Project, UNDP 2009-10

UNDP has established Jharkhand State Level Livelihood Promotion Society (JSLPS) which will work towards livelihood enhancement of poor in the state. Sutra is assisting the State and District Teams of JSLPS in comprehensive project monitoring, reporting and evaluation during the project starting with a six months initial period. Sutra was engaged by UNDP for setting up a M&E framework, conduct an independent baseline study of the project areas, establish output monitoring systems and work towards building the capacity of JSLPS on M&E issues.

Project Design Mission for Integrated Watershed Management Programme for MoRD (DFID), 2008

The assignment involved providing M&E design, MIS and Economics advisor to the project design mission for the forthcoming DFID project in India to support Ministry of Rural Development, Government of India, to support the Integrated Watershed Management Programme in the 11th Plan. The tasks involved extensive consultation with several departments in four states and conducting economic appraisal, M&E and MIS plan for IWMP and design of project memorandum, log frame, budget and estimating requirement of technical consultants for IWMP.

Evaluation of Girls Education Schemes, Sarva Shikshya Abhiyan, Chhattisgarh, 2008-09

The purpose of the assignment is to collect and assimilate qualitative and quantitative information on various schemes on girl's education in Chhattisgarh and evaluate their status, achievement and impact. The objective of the study includes identifying current status and achievement under the schemes for girl's education, bottlenecks to achieve better results and impact assessment on the basis of targeted achievements and qualitative changes. The learning from this research study will enable necessary correction in the implementation strategy for girls' education schemes under SSA such as National Programme for Education of Girls for Elementary Level (NPEEL) and Kasturba Gandhi Balika Vidyalaya (KGBV), Early Childhood Care and Education (ECCE), etc.

Supervision and M&E Consultant for Poor Area Civil Society (PACS) programme for Jharkhand & Chhattisgarh State (DFID), 2005-07

The Poorest Areas Civil Society (PACS) programme is an ambitious project supported by DFID to empower people in some of the most backward parts of India to effectively negotiate with the development process. Sutra was the monitoring and supervision consultants for Jharkhand and Chhattisgarh, and provided crucial support at two levels; individual project level and at the programme management level for the State. The assignment involved providing support at various stages of the project cycle to ensure that the project plan, processes and resources are optimally balanced to ensure planned outcomes and ensure that the learning from the project can be effectively utilised by all the stakeholders.

Baseline Study of World Bank supported Chhattisgarh District Poverty Reduction Project, 2005-06

The Chhattisgarh District Poverty Reduction Project aimed to improve opportunities for the poor and vulnerable, especially women and tribal, for social and economic development through community driven processes. The assignment involved designing a baseline model, which would measure current poverty situation in the project area through collection and assimilation of qualitative and quantitative information and conducting participatory poverty assessment to measure absolute and relative poverty; empowerment; diversity in assets (Human, Material and Social); vulnerability; income and consumption; and institutional and Organizational issues and performance (internal & external) in 2000 villages spread across all 16 districts of Chhattisgarh.

Concurrent Monitoring, Orissa Post Cyclone School Reconstruction Project (DFID), 2003-07

The Department for International Development, India (DFIDI) supported reconstruction of 3,500 primary schools destroyed by the 1999 cyclone in 14 cyclone-affected districts of Orissa. The information need of the project were identification of safe teaching and learning environment in schools, Adoption of cyclone resistant building techniques at the village level, Empowered Village Education Committees (VECs) with representation from women, SC, ST and other marginalized groups, capable of organising and managing small-scale construction projects and prepared to take overall responsibility for village level education, Increased stakeholder satisfaction with the process and end product of school reconstruction among other outcomes. The purpose of the assignment was to collect and assimilate qualitative and quantitative information, which will assist the DFID and the Ministry of Human Resource Development (MHRD) of the Government of India (GoI) to monitor the outcome of project interventions.

Evaluation of Equipments and Assessment of Health Care Delivery (UNFPA), 2003

The assessment was conducted in Koraput, Nawarangpur, Malkangiri and Nuapada districts of Orissa covered under the Integrated Population Development (IPD) project of Health and Family Welfare Department, Orissa. The objective was to assess the level of health care facilities available, inventory practices being followed and use of instruments and equipments granted under the IPD project. The assignment involved consultation with key stakeholders like patients, doctors, paramedical personnel and concerned health administrative officers to understand the issues involved with the project implementation.

Environmental Impact Assessment of Orissa Lift Irrigation Rehabilitation Project, DFID 2001

The assignment involved identification of potential environmental issues that needs to be monitored during the rehabilitation project, including the questions of riparian issues, water and soil quality and salinity according to the irrigation sector checklist from DFID Manual of Environmental Appraisal. An environmental checklist was prepared for use by both the rehabilitation monitoring teams and Lift Irrigation Corporation engineers to identify potential environmental problems during rehabilitation. In addition, a practical Environmental Management and Monitoring Plan (EMMP) was developed, which details the mechanism of using environmental checklist to identify and monitor the occurrence of environmental risks.

Study of the state policy, regulatory and administrative environment facing Gram Panchayats (GPs) for Bihar Panchayat Strengthening Project, 2009-10

Department of Panchayati Raj, Government of Bihar plans to implement Bihar Panchayat Strengthening Project (BPSP) with support from the World Bank. As part of the project design consultants were selected to undertake select studies. Sutra is engaged to conduct a policy study on PRI with special focus on GP functioning.

The assignment is expected to inform the design of project strategies for improvements in the environment of PRIs. The assignment involved examining the state policy and Panchayati Raj regulations that determine the GPs' roles and operations in Bihar along with assessing the existing administrative arrangements for GP operations, including the government administrative arrangements at the district, block and GP levels .The study was also aimed at delineating the systems of accounting and financial management and identifying measures for anti-corruption and promoting good governance. The outcome would finally include recommendations for changes in the PRI policies, regulations and procedures, for improving the effectiveness, accountability, and governance by GPs.

Social Inclusion Study, Project TRIPTI, Orissa Poverty Reduction Mission (World Bank), 2009

The assignment involved piloting targeting methods for identification of Extremely Poor and Vulnerable Groups, their need assessment and identification of local economic and social interventions that can be supported through Pro-Poor Inclusion Fund under World Bank assisted Targeted Rural Initiative for Poverty Termination and Infrastructure (TRIPTI) Project. A process manual for EPVG identification, need assessment and a participatory training manual were prepared to guide the TRIPTI team during project implementation.

Labour Market Assessment, for Social Safety Net Program (SSNP) under Orissa Public Enterprise Reforms- OPERP, Phase II (DFID) 2007

The assignment involved studying various growth sectors and employment opportunities in select districts of Orissa to identify possibility of engagement for separated employees from public enterprises under the reform program. The study was a component of Social Safety Net Program initiated by Government of Orissa. Socio-economic and Legal Study of Tribal Land in Chhattisgarh (Chhattisgarh District Poverty Reduction Project, World Bank), 2005

The research aimed to generate a typology of various processes of tribal land alienation in Chhattisgarh, and to explore their impacts on people's livelihoods, their interaction with laws for protection of tribal people, the effectiveness of these laws and possible means to improve access of scheduled tribes to land. The study assessed the causes and modalities of tribal land alienation and explored constraints and opportunities to guarantee, restore and enforce tribal land rights. It also reviewed the positive and negative impacts of the existing legal and regulatory framework for tribal lands on the welfare and livelihoods of tribals.

Study on Classroom and School Management, SSA, Chhattisgarh, 2009-10

The assignment was part of research studies conducted under SSA. The objective of the assignment was to evaluate various schemes and initiatives like ADEPTS, radio program, teachers' training, etc. to improve classroom delivery. Further it identified and documented best practices in school management by the authorities as well as community in the State and suggested a broad guideline to improve school and classroom management.

Study on Mobilizing Rural Institutions in Orissa, 2007-08

The World Bank funded study involved providing Technical assistance to Government of Orissa on Mobilizing Rural Institutions in Orissa, namely the Pani Panchayats, SHGs and the PRIs. Detailed study of Natural Resource Management, strengthening of livelihoods or agriculture and governance function in different social and ecological contexts in rural Orissa were undertaken to strengthen local institutions and social inclusion with an aim improve access, competitiveness and governance in under-served rural areas.

Review and input for scaling up of Community Based Disaster Preparedness Project (CARE), 2002

The Community Based Disaster Preparedness (CBDP) project was running in three coastal districts in Orissa where CARE was involved in relief and restoration post 1999 cyclone. The study involved analysing project approach, various processes under each project component and to identify scope of scaling up the project. The assignment involved consultation with project partners, community and other stakeholders to evaluate sustainability and project impact. A text document and a short film on the project highlighting CARE approach, concepts, processes, activities and output was prepared for sharing and dissemination.

Survey of potential and marketing of Neem seeds / based product (TDCC, Orissa), 2002

The study was executed by Shristi (Orissa based NGO) for Tribal Development Cooperative Corporation (TDCC), Orissa. Sutra assisted the team undertaking the study and was involved in study design, research instruments, data analysis, supply chain analysis and designing a market entry strategy for TDCC.

Design & Pilot Study of public transport users in Andhra Pradesh (DFID), 2002

The assignment involved study design including research methodology, sampling technique & size, industry analysis, sample field study, questionnaire testing, design and planning for the main survey. The pilot study was conducted to understand the prevailing industry structure, competition among the private and government public road transport operators and to estimate the sample size. The pilot study was conducted at ten locations in two districts of AP including rural and urban areas.

Project: Study of public transport users in Orissa (DFID), 2001

The analysis involved identifying services that are valued by public transport users (road only) and conduct comparative assessment of delivery of services by Orissa State Road Transport Corporation (OSRTC) and private bus operators. It also included assessing the prevailing industry structure, competition, quality of services, users' expectations and future industry scenario.

Preparation of District Human Development Report, Kandhamal District, Orissa 2008-2010

District Level HDRs are prepared as part of UNDP-GoI project on Strengthening State Plans for Human Development. In Orissa DHDR is being prepared for four districts. Sutra was selected to prepare the DHDR for Kandhamal district. The assignment involves design and preparation of State HDR as part of the UNDP projects on poverty and development in multiple States. The task includes extensive consultation with the policy planners and community to identify local priorities that would form part of District Development Plan.

Preparation of District Development Plan and DHDR for Kandhamal District, Orissa 2008-2010

District Human Development was prepared by Sutra to internalize HDR concept at the district and below district level. UNDP has supported the initial few districts on pilot basis in India. Kandhamal in Orissa is one of the districts where DHDR is made on pilot basis. As per Planning Commission, Government of India guidelines, decentralized district development plans are being prepared at the district level in participatory manner which are consolidated to make the state plan. The Planning and Coordination Department in Orissa has engaged technical support agencies for preparation of district plans. Sutra was engaged for development of District Plan for Kandhamal District during 2008-10. The district plan preparation involved consultation with all government departments, civil societies, elected representatives and the PRI members. Data collection was carried at the Gram Panchayat level and aggregated at the district level in a participatory manner. The planning document includes a perspective plan for five years and annual plans for 2008 to 2011.

Preparation of Perspective Plan Development, Surguja District, Chhattisgarh, NREGS, GoI, 2005

This involved conducting detailed study of resources and infrastructure available at each village, conducting participatory need assessment (PNA) to identify village infrastructure with prime focus on water conservation, drought proofing, flood control and area development which can led to creation of direct & indirect wage and self-employment opportunities and economic growth.

Micro-Plan Development for Surguja District, District Poverty Reduction Project, Chhattisgarh, (World Bank) 2005

This involved developing a comprehensive village development plans for 117 villages for five years through participatory social analysis, need assessment and participatory planning exercise to identify community requirements at the village level, identify group based income generating activities with forward and backward linkages, assessment of resources and assets (Natural, Physical, Human and Financial), convergence with existing State and Central funding schemes and identifying new sources to operationalise the village development plans.
