The project established village level Water Users Association and enhanced their capacity through participatory rehabilitation of lift points and capacity development programme for transfer of management responsibility of irrigation assets from Government owned corporation to these WUAs.
Orissa Rural Community Electricity Supplies Project
The project demonstrated a strategy for providing and sustaining rural electricity services within a private sector in Orissa. Village Electricity Committees were formed and trained to be responsible for rural electricity services with technical support from the utility.
M&E of Orissa Post-Cyclone Reconstruction of Primary School Project
Government of Orissa is rebuilding 3,500 primary schools destroyed by the 1999 cyclone in 14 cyclone-affected districts of Orissa with support from DFID through Village Education Committees (VECs). The assignment involves monitoring and management support to Orissa Primary Education Programme Authority (OPEPA) on a con-current basis.
Baseline Survey of Chhattisgarh District Poverty Reduction Project-World Bank
The Chhattisgarh District Poverty Reduction Project aims to improve opportunities for the poor and vulnerable, especially women and tribal for social and economic development. The assignment involved designing a baseline model, which measured poverty situation in project area through collection and assimilation of qualitative and quantitative information and conducting participatory poverty assessment to measure absolute and relative poverty; empowerment; diversity in assets; vulnerability; income and consumption; and institutional and organizational issues and performance.
Environmental Impact Assessment of Orissa Lift Irrigation Rehabilitation Project-DFID
The assignment involved identification of potential environmental issues that needs to be monitored during the rehabilitation project, including the questions of riparian issues, water and soil quality and salinity according to the irrigation sector checklist from DFID Manual of Environmental Appraisal. Environmental Checklist and Environmental Management and Monitoring Plan (EMMP) were prepared to identify potential environmental problems during rehabilitation.
Evaluation of Equipments and Assessment of Health Care Delivery in four districts in Orissa- UNFPA
The assessment was conducted in four districts of Orissa covered under the Integrated Population Development (IPD) project of Health and Family Welfare Department, Orissa. The objective was to access the level of health care facilities available, inventory practices being followed and use of instruments and equipments granted under the IPD project.
Support to Community Based Drought Response Project undertaken by CARE Orissa
Community Based Drought Response Project was implemented in select blocks in Orissa to improve livelihood of communities severely threatened by drought each year. The assignment involved providing technical support to various partner agencies in Phulbani district on site identification, feasibility and handholding on land and water conservation practices. It involved reviewing the feasibility plan of water impounding structures, designing structural feasibility of sites, monitoring and technical input during implementation, developing and conducting training programme for partner agencies and communities during the project.
Review and input for scaling up of Community Based Disaster Preparedness Project of CARE
The Community Based Disaster Preparedness (CBDP) project was implemented in three coastal districts in Orissa where CARE was involved in relief and restoration post 1999 cyclone. The study involved analysing project approach, project processes under various components and to identify scope of scaling up the project. The assignment involved consultation with project partners, community and other stakeholders to evaluate sustainability and project impacts. A text document and a short film on the project highlighting CARE approach, concepts, processes, activities and output was prepared for sharing and dissemination.
Study of public transport users in Orissa under PE Reforms, Orissa
The analysis involved identifying services that are valued by public transport users (road only) and conduct comparative assessment of delivery of services by Orissa State Road Transport Corporation (OSRTC) and private sector. It included assessing the prevailing industry structure, competition, quality of services, users’ expectations and future industry scenario.
Survey of potential and marketing of Neem Oil and related products in Orissa
The study was executed by Shristi (Orissa based NGO) for Tribal Development Cooperative Corporation (TDCC), Orissa. Sutra assisted the team undertaking the study and was involved in study design, research instruments, data analysis, supply chain analysis and designing a market entry strategy for TDCC.
Study design and pilot study of public transport (road) users in Andhra Pradesh
The assignment involved study design including research methodology, sampling technique & size, industry analysis, sample field study, questionnaire testing, design and planning for the main survey. The pilot study was conducted to understand the prevailing industry structure, competition among the private and government public road transport corporation.
Public relation adviser for Orissa Public Enterprises Reform Project
The assignment involved deputing a communication and public relation adviser to the project for designing a comprehensive public communication strategy to keep all the stakeholders; Government, Employees of Public Enterprises, Trade Unions, opinion makers and public at large informed on various Government reforms agenda, purpose and approach. It also involved design of social communication strategy and monitoring the contracted agencies for implementation of the communication plan.
Management Support for sectoral study of spinning mills in Orissa under PE Reforms, Orissa
The study was conducted to assess technical and economic aspect of spinning mill sector in Orissa to evaluate their current technical capabilities and possibility of turning around these loss-making entities through fresh investments. The study was conducted for eleven Government and two private spinning mills in Orissa. Sutra was involved to provide inputs on the domestic market analysis of these spinning mills.
Socio Economic Impact Assessment of Andhra Pradesh Power Sector Restructuring Project
Sutra’s resource was involved in the social impact assessment study conducted by TARU in Hyderabad. The assignment included analysis of power consumption of various categories of consumers, design of schedules for various categories of consumers, stakeholder consultation meetings and development of case studies on Rural Electric Supply Cooperative in Andhra Pradesh.
Socio Economic Impact Assessment of power sector reforms in Orissa
Sutra’s resource was involved in the social impact assessment study of BEINA project conducted by Xavier Institute of Management. The assignment involved consumer load analysis on BEINA feeder, training to field researchers, inputs to questionnaire design, and stakeholder analysis and field survey in Bhubaneswar city.
Technical inputs for Sustainable Tribal Empowerment Project of CARE, Andhra Pradesh
STEP is a process oriented and multi sectoral initiative, integrating a rights-based approach that aims at significant and sustainable improvement in the livelihoods of poor people living in marginalized tribal communities in the four priority districts of Andhra Pradesh in India. The assignment involved supporting the implementation teams in identification of feasible land and water micro-projects, preparation of plan and estimate and preparation of project proposal, facilitation of M&E process, imparting necessary training to community and supporting the ITDA functionaries in planning, design and monitoring the land and water management activities.
Perspective Planning for “Surguja” district under National Food for Work (NFFW), Chhattisgarh State
The task involved preparation of a perspective plan and shelf of projects for 5 years for all Gram Panchayats in Surguja district with the principal focus of water conservation and drought proofing to be implemented by the State Government from central assistance under NREGA.

Orissa Forestry Sector Support Project is a DFID assisted TA to Government of Orissa to provide the full range of management and technical support required by the Orissa Forest Department (OFD) to enable it to achieve the project outputs for impacting on pro-poor growth, through creating and enhancing livelihood / employment opportunities and revenue generation through forestry sector. Sutra is part of the consortium of technical consultant appointed for the project.

The assignment aims at facilitating marketing linkages for fisherwomen cooperative promoted in coastal district of Orissa with support from OXFAM. It involves support in M&E, strengthening systems and procedures, developing and implementation of business action plan for the cooperative.
Labour Market Survey for Orissa Public Sector Enterprise Reforms, Phase II
The task is to identifying potential sectors of growth and employment opportunities that would emerge that can potentially absorb employees of State Level Public Enterprises covered under Voluntary Retirement Scheme (VRS). The outcome of the study will strengthen the ongoing Social Safety Net Programme of the Government which involves counseling, retraining and redeployment of VRS employees.
Socio economic and legal study of tribal land in Chhattisgarh – World Bank
The research aimed to generate a typology of various processes of tribal land alienation in Chhattisgarh, and to explore their impacts on people’s livelihoods, their interaction with laws for protection of tribal people, the effectiveness of these laws and possible means to improve access of scheduled tribes to land. The study identified outcomes of laws and policies aimed at improving tenure security for tribal groups and possible policy changes required to improve access to land and land based livelihoods by tribals.
Monitoring and Evaluation of Poorest Area Civil Society Programme in Jharkhand and Chhattisgarh
The Poorest Areas Civil Society (PACS) programme supported by DFID aims to empower people in some of the most backward parts of India to effectively negotiate with the development process. Sutra is the monitoring and supervision consultants for Jharkhand and Chhattisgarh, and provides crucial support at two levels; individual project level and at the programme management level for the State. The assignment involves providing support at various stages of the project cycle to ensure that the project plan, processes and resources are optimally balanced to ensure planned outcomes and ensure that the learning from the project can be effectively utilised by all the stakeholders.
Micro Planning for Surguja district for Chhattisgarh District Poverty Reduction Project – World Bank
The task involved developing a comprehensive village development plans through participatory social analysis, need assessment and participatory planning exercise to identify community requirements at the village level, identify group based income generating activities with forward and backward linkages, assessment of resources and livelihood capital, convergence with existing State and Central funding schemes and identifying new sources to operationalise the village development plans.
