Success of such initiatives largely depends on participation of all stakeholders and building consensus for change. There is a need for designing adequate social and environment mitigation strategy and economic research before embarking on the reform process. Social Development Advisory Services

Poverty reduction in developing counties is one of the main concerns for Government and International Donor Agencies. Improvement in various public services delivery such as heath and education, livelihood improvement for the rural poor or infrastructure development for the urban poor-all such initiatives have started with the broader objective of poverty reduction. Sutra provides advisory services for better planning and implementation of such development projects. Water Resources and Irrigation

The organisation provides solutions in Irrigation and Water Resources Management through promotion of PIM and related research studies. The focus is on Participatory Irrigation Management (PIM) through creation of Community Institutions for sustainable and equitable water management. Key services include design and strengthening of community based Institutions, studies on water tariff and regulatory mechanism, training on O&M and PIM and institutional strengthening.

Water and Sanitation

We provide services related to Institutional Strengthening and Community Participation in Water and Sanitation Projects. Specific services include baseline studies on drinking water and sanitation situation, water tariff analysis, loss studies in water supply and subsidy arrangement in water utilities, public private partnership in drinking water supply and Community participation in rural drinking water supply.

Education & Health

This is one of our key areas of services where we support the implementing agency for health or education delivery improvement initiatives. Our services include health situation analysis, study and design of rural and health service delivery system, satisfaction survey, systems and procedure implementation in Government health institutions and studies related PRI involvement in health service delivery. Sutra supported Government of Orissa in reviewing rural health facilities in four districts under Integrated Population Development Project. We offer support services related to elementary education projects which include assessment of decentralised education system, evaluation of Community based Institutions like Village Education Committee (VEC), Capacity building of implementing agency, M&E of school rehabilitation or improvement projects and assessment of social inclusion, gender mainstreaming and community empowerment. Sutra is supporting Orissa Government’s Post Cyclone School Reconstruction Project as an M&E consultant.

Forests and Livelihoods

One of the key sectors for Sutra is livelihood improvement projects for the rural poor. Our services include research studies, designing strategies for livelihood improvement including forest based livelihood, policy studies related to tribal land, JFM and forest rights, research on forest based micro-enterprises, NTFP, eco-tourism, medicinal plants, design of livelihood models, framework for monitoring of livelihood improvement projects. Sutra is supporting providing management and technical support to Orissa Forest Sector Support Project and is the M&E consultant to Chhattisgarh District Poverty Reduction Project. It has also undertaken policy studies related to tribal land in Chhattisgarh.

Agriculture and NRM

Sutra provides support to agriculture and watershed development projects in the areas of capacity building, institutional strengthening and technical backstopping. Some of the services include micro finance and Self Help Group (SHG) initiative for non-farm livelihood support, implementation and M&E of watershed development projects, studies on crop economics, crop-mix, cropping pattern and crop diversification, technical support in watershed development, social and environmental analysis of watershed development, FFS and on-farm irrigated agriculture training. We provided technical inputs for land and water management to CARE managed Sustainable Tribal Empowerment Project in Andhra Pradesh.

Energy and Environment

Key resources of Sutra have extensive experience in power sector in India. We provide advisory and implementation services in decentralised energy delivery systems. Key services include design and formation of micro institutions like Rural Electricity Committee, strategies for community involvement in electricity distribution, benefit monitoring & social impact assessment of energy reforms, studies on tariff and regulatory aspects. Sutra supported privatised power distribution companies in Orissa for Rural Community Electricity Supply Project where decentralised power delivery was tried. Our services in environment include EIA and design and implementation of Environment Management Plan We conducted an EIA for Orissa Lift Irrigation Rehabilitation Project.

Infrastructure and Urban Development

Sutra undertakes research and implementation related to social concerns in urban development projects. Key services include Participative Poverty Appraisal, community development and social analysis in slums, situation analysis and livelihood planning for urban poor, establishment of livelihood development centers for urban poor, assessment of rehabilitation & resettlement plan for project affected persons (PAP), studies related to poverty reduction with better transport facilities. Sutra conducted assessment of public road transport services in Orissa and AP for Public Enterprise Reforms.
